Vintage Heisey glass dog - or is it?

This clear glass dog is a mystery in the shape of a Welsh terrier In form, it is very like Heisey. But it doesn't have a tail, it has a nub. Heisey dogs (and Welsh terriers) have tails. And the seams are rough. But it was owned by a woman who grew up by the Heisey factory. One wonders if perhaps it was a test or a sample? No Diamond H mark. Curiouser and curiouser.

SIZE 3 3/8" tall x 5" long

CONDITION Very good. Some scratches on the base.
