This is a well-proportioned EAPG cake stand with an interesting design: a continuous band of repeating four-pointed star or diamond-block motifs circle both the plate rim and the foot edge, with a paneled fluted stem connecting them.
The pattern is consistent with several related "Block" style designs from the 1880s–1890s, made by Pittsburgh-area glasshouses. Maker unconfirmed, but the quality of the pressing and the shape date it squarely in the EAPG era. If you have a lead on a more specific attribution, we'd love to hear it.
Wavy glass on the top surface and inclusions in the pedestal are original to manufacture, honest signatures of Victorian-era pressing molds, not damage.
