Bernard's No. 180, a combination paper and eyelet punch. Antique stationery tool from the W. Shollhorn Co. of New Haven. Sold under the brand Hawkes-Jackson Co., a hardware company in NYC to go with "Solidhed Eyelets." Patented May 6, 1890 in the US.
Per the W. Shollhorn Co. catalog, it was a popular item and was also sized for a woman's hand.
