EAPG Victorian glasses with petaled edges - set of 4

Set of 4 curious Victorian EAPG glasses. Tall glasses have petaled flared edges and shallow bowl. Outside has a daisy and fan pattern, with notches on the stem. Pretty pattern on the bottom of the foot.

These are a mystery. 

Are they glasses for serving palate cleansers between courses?

Are they sherbet glasses?

Are they wine hocks, suitable for sweet wines or sherries with whimsical rims (aka dribble glasses)?

There is size variation between the glasses, some are 1/4 narrower and slightly shorter. 

SIZE 7", holds 4 fluid oz.

CONDITION Very good. One has a small rough spot on the side of the foot at the end of a seam.
